Titulo: The Participative Citizen

Description: Citizenship is a constantly changing and contested notion
within which three core aspects can be identified: rights, duties and
participation: ï‚· The citizen with rights is the citizen as service
user accessing public services either offline or online through
electronic service delivery. ï‚· The citizen with duties is the citizen
paying taxes or voting in elections, who may be using electronic tools
to do so, for example online voting or online tax returns. ï‚· The
participative citizen is one who actively engages in political life
through a variety of mechanisms including public discussion and
debate. In the context of participation, the administration can learn
from the citizen and vice versa in an environment of mutual
enrichment. This is increasingly being facilitated through online
tools and mechanisms such as online consultations and online
petitions, although there are associated concerns about the extent to
which such activities widen representative participation, or amplify
existing participation.

Copyright and digital divide in Mexico

Communities of Practice and virtual learning communities: benefits, barriers and success factors

A virtual Community of Practice (CoP) is a network of individuals who share a domain of interest about which they communicate online. The practitioners share resources (for example experiences, problems and solutions, tools, methodologies). Such communication results in the improvement of the knowledge of each participant in the community and contributes to the development of the knowledge within the domain.

Farmers take to Internet surfing during leisure

SYANGJA, Oct 19 - Farmers here in Mayatari VDC of Syangja have grown a curious interest. After a long day's labor, many farmers here spend time at the village Community Information Center surfing the information superhighway.
Jagat Bahadur KC, one among such farmers who has become fond of information technology lately, quips, "Though I am a farmer by occupation, how can I stay detached from information technology in this age?"
